Abstract

The research is aimed at determining the main parameters of economic activity in the age of economic passivity under the conditions of modern economic development. The main success factors of such activity and possible market strategies for obtaining business profit in retirement age are considered. The research methodology is empirical, as well as based on focus group discussions and document analysis. A characteristic feature of the modern economy, which is increasingly concentrated near the city, is the impossibility of returning one's efforts or money for a good or service once bought and left as an investment or skill. A 2020 model phone bought for $500 will cost 5 times less in 2 years. A car will lose more than 50% of its original value after a few years of its use. There are many such examples. In the small craft sector, which used to be traditionally occupied by micro-businesses, for several decades, large network players, large corporations have entered, using hi-tech solutions, better logistics and allowing to put the small craftsman out of business due to speed, quality and price.). Secondly, the situation with skills and simple services looks like there are young people constantly appearing on the market, ready to work to provide a simple service for less money and with more energy – which young people really have in abundance, what can not be said about experience with more complex ones tasks The study is important in the light of the development of the Program-oriented approach to the management of the development of settlements, because it sheds light on the behavioral economic strategies of a social stratum important for the city, which is essential for the settlement as investors and which will try to preserve its own well-being and competitiveness in old age. As a result of this research, the Index of Social Sustainability of Elderly Entrepreneurship has been created. The main measures and extreme gradations of the index of competitiveness of the elderly entrepreneurship were determined and the corresponding index was formed. The impact of the migration decision factor on the behavior of the measurers of the indicated competitiveness index is considered. These indices can be used, firstly, within the framework of a strategic planning system, in order to measure the dynamics of achieving the city's goals regarding the situation of people of retirement age in a given planning period, and secondly, they will find use in long-term forecasting, in order to formulate the city's goals regarding the situation people of retirement age.
