ЦИФРОВА ПОЛІТИКА ЯК ДРАЙВЕР ІНКЛЮЗИВНОГО ЗРОСТАННЯ: МІЖНАРОДНИЙ АНАЛІЗ ТА ГЛОБАЛЬНІ ТРЕНДИ ПОДОЛАННЯ ТЕХНОЛОГІЧНОГО РОЗРИВУ
Анотація
Мета дослідження полягає у виявленні впливу цифрової політики на інклюзивне зростання та порівняльному аналізі моделей цифрової публічної інфраструктури (DPI). Використано методи бібліометричного аналізу звітів міжнародних інституцій (ITU, Світовий банк, ОЕСР), статистичного аналізу для оцінки цифрових розривів та компаративного аналізу національних стратегій цифровізації (Індії, Естонії, Бразилії, України, ЄС). Встановлено, що глобальний цифровий розрив трансформувався з кількісного у якісний (доступність 5G, вартість трафіку). Доведено, що модель DPI є ефективнішою за закриті екосистеми для подолання нерівності. Проаналізовано еволюцію DPI: від інфраструктурних рішень (India Stack, X-Road) до української людиноцентричної моделі «держава у смартфоні» («Дія»), яку визначено як еталон mobile-first підходу. Обґрунтовано необхідність переходу держави від ролі регулятора до гаранта цифрової інклюзії та впровадження «подвійного переходу» (цифрового та зеленого) для забезпечення резильєнтності економіки.
