SYNERGY OF INTERACTION BETWEEN THE STATE AND BUSINESS TO ENSURE THE FOOD POTENTIAL DEVELOPMENT
Abstract
The existing processes of uncertainty of economic prospects caused by various global challenges form a global demand for the formation of a fundamentally new logical concept of socio-economic interaction between the state and business to ensure the development of food potential. Interaction between the state and business is a key to creating a sustainable food security system in the face of global challenges. Only by combining resources, efforts and competencies can the stability of food markets, the availability of food for the population and the protection of the state interests be guaranteed. Synergy between the state and business ensures a balance between the economic benefits of business and the social obligations of the state, and the implementation of public-private partnerships contributes to the implementation of strategies for the development of food potential through joint projects. The key aspects of the impact of effective public administration on the development of food potential are analyzed and guidelines for interaction between the state and business are determined to ensure the food potential development. A five-level approach to socio-economic interaction is proposed to ensure the development of the state's food potential, in which such subjects as the state, agro-industrial enterprises, scientific institutions, households and the environment are involved. The application of a hyperactive model of public-private interaction is proposed, which assumes that agro-industrial enterprises not only respond to changes in state policy after their occurrence, but also initiate processes of interaction with state authorities themselves due to active entrepreneurial initiative, since state authorities do not always accurately know the urgent needs and problems of business, despite various studies that are being conducted, therefore agro-industrial enterprises are recommended to be initiators, trying to modify the configuration of the external environment as favorable as possible for their activities and the achievement of economic results, and the state, in turn, should at the legislative level consolidate the possibilities of such proactive behavior of agro-industrial enterprises and stimulate it through the provision of various benefits and bonuses.
