DEVELOPMENT OF THEORY AND DETERMINATION OF PROSPECTS FOR MANAGEMENT OF RESIDENTIAL BUILDING RENOVATIONS

Abstract

The article examines the theoretical and practical aspects of managing entrepreneurial projects for the restoration of residential development in large cities. The current problems of urban planning policy are analyzed, including the lack of housing models focused on consumer diversity, segregation of residential areas by ownership forms, reduced population mobility, and insufficient quality of the living environment. It is revealed that the private sector currently plays a key role in the housing market; however, existing financing and support mechanisms do not ensure broad public access to affordable and quality housing. The study highlights the concept of mixed housing development as an effective tool for solving pressing urban problems. It is argued that the integration of private and rental housing within blocks and urban complexes creates conditions for improving spatial and social integration, reducing segregation, and ensuring equal access to infrastructure and services. Three approaches to the formation of mixed housing development are outlined: socio-economic, spatial, and functional, each of which plays a role in organizing a high-quality living environment. Based on the analysis of international experience (United Kingdom, France, USA, Canada, Netherlands, Spain, China), key principles of planning mixed development and the possibilities of their adaptation in Ukraine are identified. It is shown that the effectiveness of such projects depends on the combination of social policy, innovative management decisions, and comprehensive urban planning. Particular attention is paid to typological models of integrating different forms of housing ownership at the level of buildings, blocks, and urban complexes, as well as mechanisms for preventing social tensions among diverse population groups. The article provides recommendations for improving the management of entrepreneurial projects for residential redevelopment, including the formation of a regulatory framework for mixed housing, the introduction of innovative financial instruments, and the development of public-private partnership mechanisms. The results can be applied in the development of urban strategies, improvement of housing policy, and enhancement of entrepreneurial activity in residential construction.
