THE ACTUAL ASPECTS OF THE PROJECT MANAGEMENT DEVELOPMENT CONCEPT FORMATION IN A RESORT CITY
Abstract
The article is devoted to the actual aspects of concept forming of project management development as an instrument for practical application in the recreational resort and tourism industry of the resort city. It has been found that during the past decades of project management development there was formed a new management culture, which is the most important link in civilized business and business cooperation. The crisis phenomena that Ukraine is experiencing reinforce the need to find new approaches to managing the resort city development. It was found out that the developing and applying the concept of project management development in the resort city involve reducing the level of economic activity risk, as introducing the project management methods into the activity of tourist infrastructure subjects can increase significantly the quality and safety of tourist services. This causes the necessity of creating a new style of managing the recreational and health resort and tourist resort of the resort city. It is noted that project management methodology is based on the use of the set of organizational principles, which helps to find out the essence of the considered economic phenomenon or the process of recreational and health resort and tourism activity, its driving forces and development vectors. There was defined the set of organizational principles, which is the basic condition for the effectiveness of project management in the city economy of the resort city, namely: selective management; target orientation of projects for achieving the ultimate goals; completeness of the project management cycle; staging of innovative processes and project management processes; hierarchy of innovative processes’ organization and processes of their management; multivariateness in making managerial decisions; systematic; complexity; provision (balance). The author reveals the essence of the concept of project management development in the recreational and health resort and tourism sector. It is in submitting any target change of the existing system of recreation and health resort and tourism of the resort city as a project - long-term investment in real assets, the realization of which is connected with time and money. It is grounded that forming the concept of project management development in the resort city is due to the need to develop a new style of management of the urban recreational and health resort and tourism industry. It is proposed the content structure of the concept of project management development in the resort city. The content of the Concept includes: an assessment of the current situation regarding the applying knowledge, skills, tools and project management methods in the recreational and health resort and tourism industry; grounding the necessity of applying project management in all spheres of recreation-resort and tourist economy activity; prerequisites for project management development; main barriers to project management development; goals and objectives; basic principles of project management development; main directions and implementation tools; stages of implementation. This concept should become a program document that initiates the development of project management as an instrument for practical application in the innovation activities of the RKTG of the resort city.
