INTEGRATION OF INTERNALLY DISPLACED PERSONS IN THE HOST COMMUNITIES: SOCIO-ECONOMIC ASPECT

Abstract

The article focuses on the issue of adaptation and integration of internally displaced persons (IDPs) into host communities. The purpose of the conducted research is to find ways to integrate IDPs into the host territorial communities as a guarantee of socio-economic development of the regions and the country. The criteria for classifying IDPs depending on the possibility of their economic integration are presented. The authors emphasize the importance of developing (revising) a strategic plan for community development with a view to transforming social institutions to meet the needs of all community members, regardless of the duration of their membership. It is noted that the success of the integration process depends on the combined interaction of public policy with the desire and readiness of both IDPs to integrate into the community and communities to accept IDPs as a development resource. It is proposed to consider social entrepreneurship as one of the most effective tools for integrating IDPs into the community. Social entrepreneurship aims to solve social problems in an innovative way by inventing or combining social and economic resources in such a way as to create a self-reproducing and expandable mechanism for the production and provision of targeted social goods. The functioning of social enterprises results in an outsourcing effect: the involvement of social enterprises in solving social, economic and environmental problems of the territories leads to an increase in the level inclusion of the public and its resources in the activities local authorities, which have the opportunity to redirect their own resources to other activities or projects that otherwise could not be implemented at all. The social entrepreneurship contributes to the revitalization of rural and urban areas, improving their social infrastructure and ensuring the quality of life residents. It is noted that the community should perceive entrepreneurship as an important factor in creating jobs, ensuring society's needs in goods and services, as well as filling the community budget. The role of entrepreneurship development in the community as a catalyst for its competitiveness and sustainable development, as well as a tool for mitigating a number of social problems is proved.
