FORMATION OF A SYSTEM OF EVALUATION INDICATORS OF INNOVATIVE AND INFORMATIONAL CHANGES IN THE NATIONAL ECONOMY
Abstract
It has been proven that the current conditions of the functioning of the national economy are accompanied by continuous changes, in particular, related to innovation and information processes. It was established that in such conditions, due attention should be paid to the evaluation of innovative and informational changes. The purpose of the study is to highlight the current issues of evaluation of innovative and informational changes in the national economy, in particular, the formation and use of a system of evaluation indicators. In the course of developing a system of evaluation indicators of innovative and informational changes in the national economy, an indicative approach was applied. Separate aspects of the application of data summarization methods for a generalized assessment of innovative and informational changes are considered. The views of scientists on the theoretical and methodological foundations of the assessment of complex phenomena and processes related to approaches to calculation, standardization and summary of indicators were studied. The need to develop a system of evaluation indicators of innovative and informational changes in the national economy is substantiated. The main sources of information for formation of database for evaluating innovative and informational changes in the national economy have been studied. During the evaluation, it is proposed to specify the evaluation indicators on the basis of the created database for evaluation, taking into account the completeness of information, its reliability, and the reliability of data sources. As part of the author's methodical approach to the evaluation of innovative and informational changes, it is proposed to distribute the evaluation indicators according to five indicators of innovative and four indicators of informational changes. On the basis of partial evaluation indicators, it is proposed to calculate generalizing indicators of innovative and informational changes, followed by their summation, taking into account the relative importance of innovative and informational changes, into a combined indicator of innovative and informational changes, which gives a generalized assessment of these changes in the national economy. It has been established that a thorough and balanced assessment of innovative and informational changes can become the basis for decisions aimed at using them as a driver of qualitative transformations in the national economy and improving indicators of its functioning.
