INFRASTRUCTURE FOR ENTREPRENEURSHIP SUPPORT IN GERMANY: INSTITUTIONAL COMPLEMENTARITY AS A BENCHMARK FOR UKRAINE
Abstract
The purpose of this study is to identify the key elements of institutional complementarity in Germany’s entrepreneurial support infrastructure and to assess the potential for adapting these elements to Ukraine’s context amid post-war recovery. The research methodology is based on a qualitative approach, involving 23 semi-structured interviews with representatives of 18 entrepreneurial support institutions, including chambers of commerce, business development agencies, incubators, accelerators, consulting companies, educational centers, and scientific organizations. The results reveal that the effectiveness of Germany’s model lies in its clear division of institutional roles, project-based cooperation, and the use of network-based platforms for coordination. Institutions do not duplicate functions, but complement each other within a shared system, ensuring comprehensive support to entrepreneurs across different stages of business development. The study identifies three primary mechanisms of institutional interaction: programmatic coordination, resource-based role delegation, and inter-institutional partnership platforms. These mechanisms foster a flexible and resilient ecosystem capable of responding to changing economic conditions and supporting inclusive entrepreneurship. The practical value of the study lies in the proposed directions for adapting the German model in Ukraine, including institutional role mapping, creation of regional cooperation platforms, formalization of referral mechanisms between organizations, and strengthening the capacity of local institutions. The findings can inform policy development and regional strategies aimed at building a coordinated and sustainable entrepreneurial support system in Ukraine based on principles of institutional synergy and trust.
