CLUSTERS AS AN INSTITUTIONAL FOUNDATION FOR THE SUSTAINABLE DEVELOPMENT OF LIVESTOCK PRODUCTION IN UKRAINE

Abstract

The article provides a comprehensive analysis of clusters as an institutional foundation for achieving sustainable development in Ukraine’s livestock industry during the war and post-war reconstruction period. It reveals the inefficiency of the traditional model of agricultural production, which has been weakened by the destruction of infrastructure, logistical disruptions, loss of financial stability, and limited innovation potential. The author emphasizes that under current crisis conditions, the transition to a cluster-based model of development is essential for revitalizing the livestock sector and ensuring its long-term resilience. The study defines the institutional livestock cluster as a structured system that unites large agricultural enterprises, medium and small farms, research institutions, educational centers, local communities, and state authorities into a single cooperative network. This approach is aimed at improving coordination among stakeholders, increasing production efficiency, optimizing resource use, and promoting innovation in animal husbandry. The article presents the internal architecture of the institutional cluster, which integrates regulatory, economic, socio-cultural, scientific-technological, and environmental subsystems that interact through vertical and horizontal linkages. Such a structure promotes synergy among participants, encourages the use of digital technologies and climate-smart practices, and supports ecological modernization and social stability in rural areas. The study highlights that the cluster model not only increases competitiveness and productivity but also contributes to the implementation of European standards of sustainable agriculture, the improvement of food security, and the strengthening of Ukraine’s position in global agri-food markets. As a result, the cluster-based institutional framework is proposed as a strategic tool for the modernization and long-term sustainable development of the livestock sector in Ukraine, providing a foundation for economic recovery, innovation-driven growth, and ecological balance in the post-war era.
