SOCIAL AND ECONOMIC POTENTIAL OF THE ZAPORIZHZHYA REGION: ASSESSMENT AND MECHANISM OF STRENGTHENING
Abstract
The article defines the category of "socio-economic potential of the region". Summarizing the considered interpretations of the components of the category "Development of Socio-Economic Potential" (SEP) proposed by domestic scientists, it was noted that the development of a SEP is the capacity of a region determined from the standpoint of an administrative (normative) or economic (analytical) division, to promote the development of its strategic sectors in accordance with the resources and needs of society at a particular stage, in changing circumstances. And its outcome is the growth of the welfare of the population. An algorithm for assessing the socio-economic potential, which includes three stages, is proposed. The preparatory stage includes: substantiation of the structure of the socio-economic potential of the SEP of the region, the choice of the methodology for assessing the level of development, the selection of local indicators for the assessment of the industrial environment of the SEP. The second stage - analytical (estimated), envisages: the formation of a table of data that will form the basis for calculation, calculation of indicators for assessing the state of the EPS region in the dynamics (for the period), calculation of indicators for assessing the state of the SEP region compared with the average in Ukraine (for a specific year) . The third stage - the resultant, provides for identification of the dynamism of the region's development by the indicator of the gross regional product (GRP) and the construction of a matrix for determining the problem of the regions of Ukraine from the standpoint of the level of development of the SEP and determining the location of the region in it. There are four types of dynamic economics and the criteria for identifying the dynamics of GRP in the region. Identification of the dynamism of the region's development will allow us to assess its problem in the area of socio-economic development and identify its direction. A two-dimensional matrix is proposed which allows determining the location of the region among other regions, based on the values of the calculated indicators of social and economic development. The choice of indicator indicators, which can form the basis for estimating the potential in terms of economic and social subpotentials, is substantiated. According to the results of calculations it was determined that in accordance with the proposed two-dimensional matrix Zaporizhzhya region falls into a group of regions with medium development of the SEP, and if the trend continues, it will shift to a group of regions that do not pay sufficient attention to the social sub-potential, focusing only on the economic one. It was noted that the SEP of the Zaporizhzhya region is an indicator of the effectiveness of the implementation of regional policy, since its indicators reflect the state of development and functioning of regional systems, as well as the quality of life of the population of the region. That is why it is necessary to pay much more attention to its strengthening. The mechanism of strengthening the SEP of the Zaporizhzhya region envisages implementation of a number of measures in the context of institutional, organizational, resource, economic, innovation-investment and social trends. The effectiveness of the results achieved will indicate the value of the selected indicators. The implementation of the proposed measures will make it possible to reduce regional disparities in the development of the SEP, to form an effective system of regional reproduction, to create opportunities for reducing social contradictions. However, the issues of assessing the effectiveness of the measures proposed to strengthen the SEP of the Zaporizhzhya region remain uncertain.
