FOOD POLICY AS A TOOL FOR ENSURING ECONOMIC SECURITY AND SUSTAINABLE DEVELOPMENT OF THE STATE IN WAR CONDITIONS
Abstract
The article examines the role of food policy as a key instrument for ensuring economic security and sustainable development of the state in wartime. In the context of military operations, Ukraine faces significant risks for the agricultural sector, disruption of production and logistics chains, reduced food availability, and socio-economic instability. The authors analyze modern conceptual approaches to economic security and sustainable development, emphasizing their interdependence and complementarity in the context of the state's strategic stability. The paper identifies the main threats to food and economic security, including military destruction, economic and social factors, logistical disruptions, institutional and foreign economic risks. The tools and mechanisms for implementing food policy are considered, including regulatory, financial and economic, institutional, logistical, social, and innovative measures, as well as indicators for assessing its effectiveness. Particular attention is paid to areas of food policy improvement, including institutional strengthening, financial support for the agricultural sector, modernization of logistics infrastructure, price regulation, development of innovative technologies, social orientation and foreign economic adaptation. Practical recommendations are highlighted for ensuring stable production, food availability and economic stability in conditions of crisis and war challenges. A SWOT analysis of food policy in wartime conditions has been carried out, which allows identifying its strengths and weaknesses, as well as assessing opportunities and threats for increasing the effectiveness of ensuring the state's food security. A Strategy for the State's Food Policy in Wartime Conditions has been proposed, which provides for a comprehensive system of measures to ensure food security, stability of the agricultural sector, and socio-economic sustainability of the country. The results obtained can be used to form state food policy strategies, develop adaptive management solutions in the agricultural sector, increase the sustainability of the national economy and ensure social stability in conditions of post-war recovery.
