INSTITUTIONAL MODELS OF INTRA-FIRM EXPORT CONTROL AND THEIR SIGNIFICANCE FOR NATIONAL SECURITY
Abstract
The purpose of this study is to analyze the models of internal export control systems implemented at the company level and to determine their role in ensuring the legality of international transfers of arms, military equipment, and dual-use goods, as well as in strengthening a state’s military-economic security. Particular attention is paid to the growing importance of corporate responsibility within complex global supply chains and under conditions of increased security risks. The research methodology is based on a combination of systemic, structural–functional, and comparative approaches. The study employs analysis and synthesis of scientific publications by domestic and foreign scholars, examination of open-access analytical reports and policy papers produced by international organizations, and a comparative assessment of national and supranational regulatory frameworks governing export control. This methodological approach makes it possible to identify common and distinctive features of internal export control models operating in different regulatory environments. As a result of the study, the main models of internal export control systems are identified and characterized, including centralized state-oriented, hybrid, and compliance-based models. Their key features, advantages, and limitations are determined, with particular emphasis on the role of internal compliance programs in mitigating the risks of illegal or unauthorized transfers of controlled items. The research demonstrates that effective internal export control systems contribute to improved transparency, enhanced risk management, and better coordination between public authorities and private entities involved in defense-related activities. The practical significance of the results lies in their applicability to the improvement of national export control systems and the development of internal compliance programs at defense industry enterprises. The findings may be used by government bodies responsible for export control, as well as by companies engaged in international arms trade, to enhance regulatory compliance, reduce security risks, and strengthen trust between the state and business sector in the field of export control.
