FINANCIAL POLICY OF UKRAINE’S AGRICULTURAL SECTOR: POST WAR PRIORITIES AND EUROPEAN INTEGRATION
Abstract
The article examines how a modernised financial policy can simultaneously drive post war recovery and long term transformation of Ukraine’s agricultural sector while preparing it for European integration. The aim is to articulate a coherent, risk sensitive, and investment driven framework that stabilises production, restores market confidence, and aligns incentives with sustainability and competitiveness; the relevance follows from persistent shocks, fiscal constraints, and the strategic imperative to converge with European policy disciplines. The analysis introduces actionable metrics for public money efficiency – the fiscal crowding in coefficient, resilience yield of support, and value added per unit of transfer – and shows how rebalancing from untargeted subsidies toward blended finance, insurance, and capital grants increases these metrics and improves the sector’s solvency profile across firm sizes. The scenarios indicate that prioritising investment over recurrent support accelerates total factor productivity, increases risk bearing capacity, and crowds in private and international capital for reconstruction; small and medium producers capture disproportionate benefits when eligibility rules, co financing rates, and advisory services are calibrated to their constraints. The proposed framework clarifies the role of meso level institutions – credit guarantee facilities, mutual insurance pools, and producer cooperatives – as transmission channels that reduce transaction costs and expand access to finance in regions most exposed to conflict related disruption. The practical value of the article lies in a ready to use toolkit: a sequenced transition from emergency to development finance; an instrument catalogue with design parameters; a results based budgeting matrix with measurable indicators and verification routines; and an integration roadmap that aligns domestic programs with European modalities while preserving fiscal sustainability. Taken together, the contribution equips policymakers and market participants with an implementable, resilient, and investment centric financial policy for agriculture that is fit for recovery, competitiveness, and integration into the European economic space.
