RELOCATED ENTREPRENEURIAL STRUCTURES IN POST-CRISIS PERIOD: NEEDS AND RECOMMENDATIONS
Abstract
The full-scale war in Ukraine has led to the mass relocation of both the population and entrepreneurial structures, necessitating the development of new models to support relocated entrepreneurship in the post-crisis period. The aim of the research is to analyse the key needs and challenges of relocated entrepreneurs and to develop differentiated recommendations for support programmes within the framework of the ‘triple helix’ model (education-business-government). The study is based on four strategic sessions for 100 participants – relocated entrepreneurs and internally displaced persons who plan to start a business. The analysis was based on a structured discussion of 23 thematic blocks covering a wide range of entrepreneurial challenges. The sessions revealed a set of challenges and problems for different groups of entrepreneurs: experienced and potential. The main problems identified included administrative and legal barriers to relocation, financial risks, marketing difficulties, psychological stress, loss of networks, lack of innovation and technology, gender discrimination, specific needs of veterans, and digitalisation issues. The study showed that the needs of experienced entrepreneurs differ qualitatively from the needs of potential entrepreneurs. Based on the identified needs, comprehensive recommendations have been developed for both groups, including educational programmes, psychosocial support, networking platforms and access to grants. The ‘triple helix’ model has been substantiated as a basis for creating support spaces (hubs) at universities. The practical significance lies in the fact that the research results provide a factual basis for the development of entrepreneurship programmes tailored to the specific needs of relocated groups. The proposed recommendations can be used by higher education institutions, local and central government bodies, entrepreneurship support centres, international donors and civil society organisations. The ‘triple helix’ model demonstrates the possibility of scaling up to other regions of Ukraine and other post-conflict contexts.
