CURRENT PROBLEMS OF DIGITAL TRANSFORMATION OF THE PUBLIC ADMINISTRATION SYSTEM AS AN URGENT REQUIREMENT FOR SOCIETY DEVELOPMENT

Abstract

The article determines that the modern digitalization of public administration is the most active direction of development both in practical activities and in scientific research. But along with the positive consequences that correspond to the changes taking place in modern society, scientists and practitioners face significant problems that negatively affect the results and pace of digital transformation. Therefore, the article identifies the main challenges of digitalization in the strategic development of state institutions. It is noted that in modern conditions, to ensure constant improvement in the efficiency of management entities, there is a need to implement new management tools, an important element of which are the principles of digitalization of public administration. The article identifies the principles of digitalization of state and local administration. The need to highlight or adjust the principles of management is explained by the changes taking place in modern society. Such changes are associated with the use of new technologies that change the form and content of socio-economic relations. The allocation of general principles of digitalization of public administration is associated with the need to adopt conditions, rules, and postulates. Special principles of digitalization of public administration are highlighted, which is explained by the requirement of accounting and characterization of a specific sphere of activity of public administration bodies in the conditions of digital transformation, which is currently underway in the country. Among the special principles are: the principle of a single window, information security and information support, the principle of extraterritoriality, consistency of use of digital technologies and various industries and spheres, flexibility and continuity, ensuring technological neutrality and trust. The impact of digital transformation on the organizational structure of organizations is determined. The transition from the classical traditional hierarchical model to the network model is proposed, in which decision-making is carried out on the basis of data and interaction between units and teams. It has been proven that it is important to consider not only the results of activities, but also the processes that lead to them, which requires the use of the concept of process-oriented management. The article analyzes the modern significance of the human factor, personnel potential, making the employee a key element of the development of the organization and society.
