ADAPTIVE MANAGEMENT SYSTEM FOR BUSINESS ACTIVITY OF LAND TRANSPORT ENTERPRISES
Abstract
The article substantiates the theoretical and applied foundations for building a system of adaptive management of business activity of ground transport enterprises under an unstable external environment. The relevance of the topic is determined by high volatility of demand for transport services, growth of operational and financial risks, infrastructure losses, personnel constraints, and the need to ensure continuity of transportation in crisis conditions. The purpose of the study is to develop a conceptual model of an adaptive management system capable of combining strategic vision, operational flexibility, risk-oriented management, and resource balancing. Based on the analysis of recent publications by Ukrainian scholars, the content of the concepts of business activity, adaptability, and adaptive management in relation to ground transport enterprises is clarified. The adaptive management system is interpreted as an integrated set of managerial subsystems, tools, monitoring procedures, and decision-adjustment mechanisms focused on maintaining resilience, economic performance, and social significance of transport activity. The paper presents a structural and logical scheme of such a system, including environmental analysis, risk and resource assessment, selection of strategic alternatives, operational response, control, and feedback. It is established that the key features of the system are variability of decisions, speed of business-process reconfiguration, integration of digital monitoring tools, scenario planning, and flexible management of routes, costs, and human resources. The study proves that implementation of adaptive management contributes to higher business activity of transport enterprises through better use of resources, stronger financial stability, improved quality of transport services, and increased recovery capacity. The practical value of the results lies in the possibility of their use in improving management systems of road, urban public, and other ground transport enterprises.
