MODERNISATION OF PUBLIC ADMINISTRATION AND CORPORATE MANAGEMENT IN LINE WITH THE NEW REQUIREMENTS OF THE INTERNATIONAL STANDARD ISO 9001:2026
Abstract
The purpose of the article is to provide a theoretical rationale and practical recommendations for organising the modernisation of public administration and corporate management in line with the new requirements of the international standard ISO 9001:2026. The methodology combines a comparative analysis of the 2015 and 2026 editions of the standard, an analysis of the legislation of Ukraine on technical regulation, defence procurement and state quality assurance, and the gap analysis method applied to quality management systems. The study shows that the sixth edition of ISO 9001, scheduled for publication on 16 September 2026, preserves the process approach, the PDCA cycle, risk-based thinking and the harmonised clause structure, while shifting the criterion of maturity of a quality management system from the presence of documented procedures towards demonstrable public value, protection of resources and measurability of results. The normative consolidation of quality culture, the balanced treatment of risks and opportunities, the explicit requirement to assess the influence of emerging technologies, including artificial intelligence and big data, and the clear separation of continual improvement from corrective action are identified as the principal changes. The article demonstrates that the transition unfolds simultaneously at five interconnected levels: the international level, the level of national standardisation, the level of normative references contained in laws, technical regulations and tender documentation, the level of sector-specific standards such as EN 9100, the AQAP series and ISO 19443, and the level of the certification infrastructure. Because references to ISO 9001:2015 embedded in legal acts and contracts are not updated automatically, both editions may coexist throughout the transition period, which is expected to last until September 2029. An eight-step algorithm for adapting a quality management system is substantiated, ranging from the identification of the specific changes and a gap analysis of the existing system to the validation of the updated system during a transition certification audit. The practical significance lies in the applicability of the proposed algorithm by public authorities, local self-government bodies and enterprises of the defence-industrial complex of Ukraine, for which conformity with the updated standard is a precondition of access to international markets and to the supply chains of NATO member states.
