УПРАВЛІННЯ ТРУДОВИМИ РЕСУРСАМИ ПІДПРИЄМСТВА В УМОВАХ ДЕФІЦИТУ КВАЛІФІКОВАНОЇ РОБОЧОЇ СИЛИ
Анотація
У статті досліджено теоретичні та практичні аспекти управління трудовими ресурсами в умовах гострого кадрового дефіциту в Україні станом на кінець 2025 року. Актуальність роботи зумовлена критичним скороченням пропозиції на ринку праці внаслідок демографічної кризи, воєнної міграції та структурного дисбалансу компетенцій. Використовуючи методи системного підходу, класифікації та порівняльного аналізу, авторами систематизовано чинники кадрового голоду та здійснено оцінку їхнього впливу на економічну стійкість підприємств. Наукова новизна полягає у розробці стратегічної матриці адаптації бізнесу, що передбачає синергію між технологічним заміщенням праці (RPA, автоматизація) та активним внутрішнім відтворенням компетенцій. Особливу увагу приділено інституційним інструментам подолання дефіциту, зокрема лібералізації трудових відносин у межах реформи Трудового кодексу України. Практична значущість результатів полягає у формуванні рекомендацій щодо впровадження гнучких моделей зайнятості та програм корпоративної освіти для зміцнення кадрового потенціалу в умовах відбудови.
