FINANCIAL POTENTIAL OF UKRAINE'S REGIONS IN THE STATE BUDGET SUPPORT SYSTEM
Abstract
The article examines the role of state budget support as a tool for strengthening the financial potential of Ukraine's regions in the context of current challenges, including full-scale war, economic instability and structural restructuring of the national economy. It is argued that the effective use of public finances is becoming a key factor in ensuring regional development, restoring affected areas and achieving decentralisation goals. Based on an analysis of regulatory and legal provisions, state budget policy, and actual interbudgetary financing data, a thorough study was conducted of transfer equalisation mechanisms, the volume of subsidies and subventions, and regional characteristics of budget aid distribution in 2023–2025. The regions that are leaders in terms of financial support (Kharkiv, Dnipropetrovsk, Lviv, Kyiv) were identified, as well as the regions with the lowest levels of budgetary assistance (Luhansk, Kirovohrad, Chernivtsi). It is noted that educational subsidies constitute a key part of transfers, which indicates the priority of the social component of budget policy even during wartime. A comparative analysis of changes in the structure and volume of transfers by region was carried out, which showed a general trend towards an increase in the volume of aid in most regions, due to the need to support economic stability, social stability and infrastructure restoration. At the same time, existing imbalances in the distribution of funds were identified, requiring improvements in budget planning approaches that take into account not only losses but also the potential of regions for economic recovery. The study concluded that there is a need to reform the system of intergovernmental fiscal relations, improve the targeting of financial support, ensure transparency in the distribution of resources, and introduce strategic approaches to strengthening the financial capacity of regions. The proposals developed are of practical value for state authorities, local self-government bodies and specialists involved in regional development and public finance issues.
