Анотація

Стаття присвячена дослідженню особливостей бразильської моделі фіскального регулювання військових витрат в контексті необхідності дотримання балансу між оборонними потребами та бюджетними обмеженнями. Методика дослідження базується на застосуванні якісного та кількісного підходів, з використанням регресійних методів аналізу. Результати дослідження засвідчують, що бразильські фіскальні правила, зокрема конституційні поправки та додаткові закони ефективно стримують зростання військових витрат, забезпечуючи пріоритет стабілізації державного боргу та дефіциту бюджету. Однак це призводить до обмежень у модернізації оборонного сектору, особливо в умовах зростання загроз міжнародному порядку. Доведено, що серед основних факторів фіскального регулювання найбільш суттєвий вплив на динаміку військових видатків здійснюють політичні чинники, податкові надходження та рівень зовнішньої заборгованості.
